MCIA reminds all arriving domestic passengers to strictly adhere to the following guidelines and
documentary requirements upon check-in at their port of origin and upon arrival at MCIA. This is in
compliance with the regulations of the Provincial Government of Cebu and the Local Governments
of Cebu City, Lapu-Lapu City, and Mandaue City.


DOMESTIC PASSENGER-TYPE REQUIRED DOCUMENTS

1. OVERSEAS FILIPINO WORKERS (OFWs) / RETURNING OVERSEAS FILIPINOS (ROFs)
A. Passport
B. Quarantine Certificate stating completion of 14-day facility-based quarantine and negative PCR test result (as per Cebu Provincial Government Exec. Order No. 17 Series of 2020)
C. ID as proof of residence

2. LOCALLY STRANDED INDIVIDUALS (LSIs)
A. Medical Certificate from the Municipal or City HealthOfficer of the Local Government Unit (LGU) where LSI was stranded

B.Letter of Confirmation from local government unit (LGU) of destination under Cebu Province (not required for tri-cities: Cebu City, Lapu-Lapu City, and Mandaue City)

C. Travel authority from JTF COVID Shield

3. PERSONS TRAVELING FOR MEDICAL REASONS

A. Certification from LGU of residence for purpose of travel

B. Certification from Cebu Provincial Government (not
applicable for Cebu City, Mandaue City, Lapu-Lapu City)

C. Medical Certificate from the health center of the LGU where he/she is residing

4. PERSONS TRAVELLING FOR PERMITTED WORK/BUSINESS

  1. Round-trip plane ticket
  2. Company ID/Proof of Profession
  3. Certificate of employment/profession stating the
    purpose of travel
  4. Travel authority from the JTF COVID Shield (except for
    APORs)
  5. Certification from the Cebu Provincial Government (if
    destination is one of the municipalities or component
    cities)

5. PERSONS PROHIBITED TO TRAVEL

  1. For leisure purposes
  2. Below 21 years old
  3. 60 years old and above
  4. Pregnant women

▪ Passengers with incomplete documents will NOT be allowed to check-in and/or board the
aircraft.
▪ Locally-stranded individuals (LSIs) will also include:

  1. Non-OFWs or OFW applicants who are unable to leave the country and who wish to return
    to their home provinces
  2. Filipinos or permanent resident visa holders who have returned to the Philippines.
    Both numbers 1 and 2 will follow protocols covering LSIs.

    ▪ Passengers seeking assistance upon arrival may approach the government’s Information and
    Assistance Desk located at the Airport Village. The assistance desk will be manned 24/7 by
    representatives or personnel from the Overseas Workers Welfare Administration (OWWA),
    Department of Interior and Local Government (DILG) Region 7, and certain local government
    units.
    Passengers are strongly advised to continuously monitor the status of their flights and to ensure that
    they have the necessary documents in compliance with the regulations and guidelines of the LGU of
    their point of origin and destination.
